1) The globalization system, unlike the Cold War system, is not frozen, but
a dynamic ongoing process. That's why I define globalization this way: it
is the inexorable integration of markets, nation-states and technologies to
a degree never witnessed before - in a way that is enabling individuals,
corporations and nation-states to reach around the world farther, faster,
deeper and cheaper than ever before. This process of globalization is also
producing a powerful backlash from those brutalized or left behind by this
new system.
The driving idea behind globalization is free-market capitalism - the
more you let market forces rule and the more you open your economy to
free trade and competition, the more efficient and flourishing your economy
will be. Globalization means the spread of free-market capitalism to
virtually every country in the world.
Globalization has its own dominant culture, which is why it tends to be
homogenizing to a certain degree. In previous eras this sort of cultural
homogenization happened on a regional scale - the Romanization of
Western Europe and the Mediterranean world, for instance. Culturally
speaking, globalization has tended to involve the spread (for better and for worse)
of Americanization - from Big Macs to iMacs to Mickey Mouse. (20점)
2) Open any catalogue of the human genome and you will be confronted
not with a list of human potentialities, but a list of diseases, mostly ones
named after pairs of obscure central-European doctors. This gene causes
Niemann-Pick disease; that one causes Wolf-Hirschhorn syndrome. The
impression given is that genes are there to cause diseases. 'New gene for
mental illness,' announces a web site on genes that reports the latest
news from the front, 'The gene for early-onset dystonia. Gene for kidney
cancer isolated. Autism linked to serotonin transporter gene. A new
Alzheimer's gene. The genetics of obsessive behavior.'
Yet to define genes by the diseases they cause is about as absurd as
defining organs of the body by the diseases they get; livers are there to
cause cirrhosis, hearts to cause heart attacks and brains to cause strokes.
It is a measure, not of our knowledge but of our ignorance that this is the
way the genome catalogues read. It is literally true that the only thing we
know about some genes is that their malfunction causes a particular
disease. This is a pitifully small thing to know about a gene, and a
terribly misleading one. It leads to the dangerous shorthand that runs as
follows: 'X has got the Wolf-Hirschhorn gene.' Wrong. We all have the
Wolf-Hirschhorn gene, except, ironically, people who have Wolf-Hirschhorn
syndrome. Their sickness is caused by the fact that the gene is missing
altogether. In the rest of us, the gene is a positive, not a negative force.
The sufferers have the mutation, not the gene. (20점)

상원은 오늘도 이민법을 어떻게 개혁할 것인가 하는 문제를 계속 논의하면서,
현재 미국에서 불법적으로 살고 있는 것으로 추정되는 1100만에서 1200만 명의
사람들을 어떻게 처리할 것인가 하는 가장 어려운 현안에 대한 절충안을
찾으려고 노력하였다. 상원 법사위에 의해 채택된 법안은, 만약 그들이 직업을
가지고 있고 다른 법률 위반행위가 없으며 벌금과 미납된 세금을 납부하면
대개는 합법적인 지위를 취득할 수 있도록 하고 있다. 그러나 반대자들은 이
계획이 더 많은 노동자들로 하여금 국경을 넘어서 밀입국을 시도하도록
조장하는 사면과 다를 바 없다고 말했다. 그들은 1986년 당시 대략 300만 명의

제 3 문. 최근의 황사문제를 해결하기 위한 한국과 중국사이의 외교회담에 귀하가
한국을 대표하는 외교관으로 참석했다고 가정하고, 다음의 글을 springboard로
하여 한국과 중국의 비용분담비율을 제시한 뒤, 이를 정당화 하는 200자 내외의
영문 essay를 쓰시오. (20점)
The EU has officially recognized its global responsibility in this
area and already by 1990 had set itself a target to stabilize CO2
emissions by the year 2000, thereby stressing its global leadership
role. However, progress with this target and the implementation of a
joint strategy has been limited. Effectively, the example of the EU
epitomizes the problems of finding a global solution to the climate
change problem. Per capita emissions vary considerably between
countries, as do the opportunities for emission reductions. Southern
European countries (in particular, Spain and Greece) have pushed for
exemptions as they bear much less responsibility for past emissions
than do Northern European countries, especially the large emitters,
Germany and the UK.
